The news of the past few days regarding the presence of a Packeteer device has left me wanting to throw 
my two cents in for what they're worth. However, as I sit here reflecting I see that most everything has already 
been well-stated several times and I feel that there is not much new fuel I can toss on the fire that this issue has 
become.  
	Certainly I am irritated by the decision (or indecision) made to implement such limitations on network usage 
without even informing those who are affected by said changes. However, what razzes me most about these changes 
is the impact they have had on my activities which fall within the realm of Resnet's acceptable use policies. I applaud 
the decision to rate-limit services such as gnutella or kazaa which consume extraordinary amounts of bandwidth. 
My problem comes when I try to use the internet to do research, read the newspaper, and even order concert tickets 
which as a result of the newly implemented Packeteer I was unable to do when they went on sale at 10:00AM on 
February 11th. 
	The limitations and the resulting fallout could easily have been avoided had residents been warned 
ahead of time that their activities, if left unchecked, would prompt NTS to take action which would impair our virtual 
free roam of the Internet. Instead they sent a letter making vague claims, offering no room for compromise or call for 
moderation. 
	 As this issue begins to be resolved all parties involved need to take pains to work together and reach the best 
solution for everyone. As residents we should recognize and try to understand the viewpoint of NTS and other 
departments charged with providing the best possible experience for all users. On the other hand, we should also 
not settle for mediocrity and blindly accept the restrictions placed upon us because they are obviously not acceptable 
either.
